PU letter application process

With the implementation of the "temporary entry visa policy for foreigners" on March 28, if foreigners need to enter China, they must apply for a visa from Chinese embassies and consulates abroad. Only people with a visa issued after March 28 can enter China.  

 For visa application:

1)    Applicants with emergency humanitarian needs

2)     for C-visa (issued to foreign crew members) engaging in major economic, trade, scientific or technological activities in China have possibilities to get China entry visas.

For category 1) Emergency humanitarian needs refer to visiting an immediate family member (foreign nationals included) in China, including parent, spouse, child, grandparent and grandchild, who is in critical medical condition and in need of care, or arranging funeral matters of an immediate family member in China;

Photocopies of medical certificate or death certificate, proof of relationship (including birth certificate, marriage certificate, Chinese household registration, certificate letter from the local police bureau in China, notarial certificate of kinship, etc.), and an invitation letter from relatives in China are required.

For category 2), the Chinese consulate will request the applicants to provide an "invitation letter - Pu letter" issued by the foreign affairs office.

It is difficult to define the urgency and importance of the business activities. Only Beijing, Shanghai, Guangzhou, Shenzhen, Suzhou and limited cities can issue the PU letter.  The inviter in China must need a strong background.
