R Visa Brings So Many Benefits

China R visa or we can called China Talents Visa is issued to those who are high-level qualified talents or whose skills are urgently needed by China.

Start from 1st July 2015, Shanghai entry and exit bureau release some new rules, especially for how to determine the high-level qualified talents, and how they can apply the China talents visa (R visa) or China green card (D visa).  In COVID-19 block period. R visa holder has more advantage to sponsor their family members to re-enter China.

Whom we can count as high-level qualified talents?

• Invited by the Chinese government (Ministry of Organization; Ministry of Human Resources and Social Security or State Administration of Foreign Experts)

• Or Invited by the Shanghai local government (Shanghai Ministry of Organization; Shanghai Ministry of Human Resources and Social Security or Shanghai Foreign Experts bureau)

• Or employed by the shanghai high-technology company which has the valid high-tech certificate.

What's the benefit for foreign high-level qualified talents?

1. The longest validity term: The visa is valid for 5-10 years and allows multiple entries.

2. The longest duration of stay: An R Visa bearer may stay for 180 days at most within each validity term, which allows the longest period of stay for each entry among all kinds of visas.

3. Free application: Foreign talents and their family can enjoy exemption from payment for visas and express service.

4. Same favorable treatment for dependents: Spouses and minor children of foreign talents can apply for corresponding multiple-entry visas with the same validity term.

5. Green Channel: Applicants for Foreigner’s Work Permit in China can enjoy service through a Green Channel.

How to apply the R type visa - China residence permit (Talents):

Issued to those who are high-level talents or whose skills are urgently needed in China.

1. Basic Documents

(1)  Passport

Original passport with at least six months of remaining validity and blank visa pages, and a photocopy of the passport's data page and the photo page if it is separate.

(2)  Visa Application Form and photo

One completed Visa Application Form with a recently-taken colour passport photo (bare-head, full face) against a white background attached (Photo Requirements for Chinese Visa Application)

(3) Proof of legal stay or residence status (applicable to those not applying for the visa in their country of citizenship)

If you are not applying for the visa in the country of your citizenship, you must provide the original and photocopy of your valid visa or certificate of stay, residence, employment or student status of the country where you are currently staying.

(4) Photocopy of previous Chinese passports or previous Chinese visas (applicable to those who were Chinese citizens and have obtained foreign citizenship)

If you are applying for a Chinese visa for the first time, you should provide your previous Chinese passport and a photocopy of its data page.

If you have obtained Chinese visas before and want to apply for a Chinese visa with a renewed foreign passport that does not contain any Chinese visa, you should present the photocopy of the previous passport's data page and the photo page if it is separate, as well as the previous Chinese visa page. (If your name on the current passport differs from that on the previous one, you must provide an official document of name change.)

2. Supporting Documents

The applicant should submit relevant certification in accordance with relevant regulations, and meet the relevant requirements of the competent authorities of the Chinese government on high-level talents and individual with special skills urgently needed by China.

3.Application Procedure and Processing Time

Various province and cities have various application procedure and processing time.  Keep in mind, local Government officer has the final decision to issue the Confirmation Letter for High-level Foreign Talents, and then submit to Chinese Embassy/Consulate abroad. You may be requested for extra supporting documents and extended the processing time according to individual's background.  

Notes

(1) Each item of the application form must be filled truthfully, clearly and completely. Any false information, missed items or illegible handwriting may lead to delay of the application processing or even refusal of the visa application.

(2) According to Chinese laws and regulations, visa officers make decisions on the validity period, number of entries, and the duration of each stay of a visa.

(3) According to Chinese laws and regulations, visa officers may interview certain applicants and collect their 10 fingerprints. 

(4) Authoritative interpretation remains with the Embassy should there be any change to the information above.
