What is Due-verification or 3- Level Certification of China Embassies Abroad? 

3-level certification is also called Consular Certification.  According to international practice, the purpose of Consular Certification is to make the notarial certificate issued by one country recognized by the relevant departments in another country and have legal effect, so that the legal effect of the document will not be affected by doubting whether the seal and signature on the document are true or not. Embassies abroad can handle consular certification for notarial certificates or other supporting documents issued by relevant country agencies and certified by the relevant country department or secretaries of state to be sent to China for use.

2.       The documents that individuals need to be certified include: marriage certificate, authorization certificate, single status certification, permanent resident certificate, birth certification, no crime record certification, graduation certification and academic diploma or degree.

The steps of the process

1.       Certified by a Notary Public

2.       Certified by the Secretary of State of the Office of the Secretary of State

3.       Consular certification is made by China Embassies or Consulates abroad
